  CHAPTER 1: ORGANSATION

12.1 The CAVB Secretariat communicates the list of African Championships to all countries in order to know about their organizing at least two years before the beginning of the championships.
12.2 The candidacies of National Federation for the organization of different championships must be forwarded to the CAVB Secretariat, eighteen months before the beginning of the championship.
12.3 The CAVB President entrust a delegate with the permission to pay a visit to the country or countries standing for the organization at least one year before the beginning of the championship in order to inspect the facilities devoted for the organization. As well as sites for teams accommodation. This delegate will send his report to the CAVB President for approval no more two weeks after the visit .
12.4 The National Federation in charge of organizing the championship should be informed of the delegate report and of the CAVB President decision within fifteen days after the end of the inspecting visit. The organizing Federation will send the invitations to the participating countries within fifteen days.
12.5 The organizing Federation shall pay for the travelling, Boarding and lodging, Expenses and the per-diem of this delegate only during five days; this including the travelling period.
12.6 If a second inspection is necessary, CAVB will bear all the expenses incurred.
12.7 In case of a withdrawal of the organizing country or club the fine will be CHF 2000 to be paid to CAVB
12.8 In case of a withdrawal of the organizing country after the inspection visit, the following measures will be taken.
12.8.1 CAVB will give the organization to the substitute country. The authorities approval for the organization must be sent at least nine months before the beginning of the championship.
12.8.2 The country that withdraw from the organization will not be allowed to Organize any other championship during a period of four years; beginning from the date of its withdrawal from the competition.
12.9 In case of the change of the competition dates after approves and circulated to NFs the Fine will be CHF 1000 .
12.10 If the withdrawal of the organization happened at least three months before the inspecting visit, the organization will be granted to the substitute country. In case of withdrawal of the latter, the organization be given to the Federation of the country hosting the CAVB head office.
12.11 the organizing federation will proceed to the drawing of lots of the championship, three months before the beginning of that championship under the aegis of the CAVB president (or one of his Vice-Presidents) and the President of the CAVB sports organizing commission ( or his representative). The organizing Federation will take in charge their trip, lodging, restoration expenses and their per-diem for three days only.
 

  CHAPTER 2 : ENROLMENT

 

12.1 The Zone’s qualifications round take place one year before the beginning of the African championship of nation’s teams and six months before the clubs championships.
12.2 CAVB must receive the name of qualified team in each zone.
12.3 The following teams are qualified for the championships:
2.3.1 The following five teams are automatically qualified first
o The defending champion in the previous championship
o The Vice champion in the previous championship.
o The team ranked third in the previous championship.
o The organizer
o The previous organizer

2.3.2 The champion of the seven Zones; which constitute twelve teams in total.
9.1 The host team is seeded at the head of group A, and the last champion at the head of group B.
2.4.1 the ten other teams will be respectively divided into the two groups according to the drawing of lots. However it should be noted that:

2.4.2 For competition of clubs, it should be avoided to the much extent possible that two representatives from the same country belong to the same group.

2.4.2. Concerning the nations, it should be avoided that two representatives from the same Zone belong to the same group (by drawing of lots).

2.4.3 The teams will be divided into groups according to the “Serpentine” method starting from the Group B
9.2 Only one group will be constituted in case of an enlistment of six teams or less. The championship will not have an official registration in case less than three countries participate.
1.1 In case of withdrawal of one team after confirming of its enlistment; this team’s participation will not be accepted to the different African Championships for a period of two years. And it will pay a fine of one thousand Swiss Francs (1000 CHF) to the CAVB.
1.2 A team automatically qualified to championship and do not participate on this championship; this team will not be accepted to the next two championships and will pay a fine of two thousand Swiss Francs (2,000 CHF) to the CAVB.
1.3 In case of withdrawal of the team after the drawing of lots, it won’t be allowed to participate to any African Championships for four years and it will pay a fine of two thousand Swiss Francs (2,000 CHF) to the CAVB. It will be replaced by the team ranked second and which belong to the zone.
1.4 Whether it is after or before the drawing of lots, a withdrawing team will be replaced by the following one in the ranking during the last championship, the zonal qualification rounds or the qualification tournament for the teams representing the zones non automatically qualified by t he following team in the ranking. In case of withdrawal from this latter, the organizer will be free to invite a team from the same zone or from another zone in co-ordination with CAVB.
1.5 If the qualification rounds did not take place in a zone, CAVB have the right, in co-ordination with the organizer, to invite a valuable team from the same zone or from another zone.
1.6 In case of last moment withdrawal of a team, organizer had the right to invite a high standard team. CAVB should be immediately informed of this decision.
1.7 In case of withdrawal of the team that represents Africa to the International, world, or Olympic championships, it will be replaced by the following team according to the ranking during the qualification tournaments or the last championship.
1.8 A team which withdraws from the games will not take part to the qualifying rounds of the Olympic games, African and International championships and will pay to the CAVB a fine of five thousand Swiss Francs (5.000 CHF).
 

  CHAPTER 3 : THE PLAYERS

The players filling the following conditions are allowed to take part to the different African championships:
3.1 For Nation Competition
3.1.1 The National players, who must represent their countries to African and International championships, should show an evidence of their Nationality in virtue of the passport or other official document.
3.1.2 The naturalized players can take part to the African championships by presenting proofs of their stay three years in the country that recently grants them their nationality.
3.1.3 For championships with age limit, the individual passport or the identity card delivered by the national authorities are necessary to proof the age.
3.1.4 The professional players playing abroad are allowed to play with the National team of their country.

12.1 For Club Competition
3.2 On the contrary of nation’s competition the professional players playing abroad are not allowed to belong to the teams of some clubs representing their home country, Since they are playing for other countries in abroad.
3.2.1 For the club competitions level; it is allowed to have foreign players according to the
following conditions:
3.2.1.1 They must have a valid international transfer certificate.
3.2.1.2 Each team has the right to have two foreign players; this limitation of the foreign player must respect the following principal: only one non-African player per club.
3.2.1.3 The foreign players must be transferred to the new club at least three months before the beginning of this competition.
3.2.1.4 The foreign players must participate in the local competition in the country of their new club; at least three score sheets of the competition, which, the foreign players participated on it, must be presented to the control Committee during the primary Enquiry.
3.2.1.5 The two foreign players are allowed to exist on score sheet and on the playing court.
3.2.1.6 The team, which had foreign players, must pay 500 CHF for each player.
 

  CHAPTER 4: REGISTRATION AND COMPOSITION OF THE DELEGATION

12.1 The CAVB and the organizing Federation have to be informed of the confirmation of participant teams, three months before the championship.
4.1.1 The National Federation should send a request formulating their willingness to participate to the championship with a copy officially confirming to the organizer their engagement in the championship (for national teams and for the clubs).
4.2 The National Federation that already formulated, in writing, its hope to participate should communicate to CAVB the following list of its delegation: eighteen people including six officials.
4.3 This list should also comprise two individual passport photographs for each member of the delegation and document certifying the payment by the National Federation of its annual dues to the CAVB and FIVB.
4.4 The definitive list of the twelve selected players shall be communicated before the technical
meeting; that takes place forty-eight hours before the championship. This, in addition to their passport and other documents considered as useful. Taking in Consideration that it’s not allow to change or alter any player after the technical meeting.
4.5 The delegation is composed of maximum eighteen members as follows:
4.5.1- team manager.
4.5.2- coach
4.5.3- assistant coach
4.5.4- trainer or a medical doctor accredited by CAVB or FIVB
4.5.5- journalist accredited by CAVB or FIVB
4.5.6- international referee nominated by CAVB, accompanying the team
4.5.7- twelve players
12.1 The teams engaged in a championship should arrive two days before the beginning of the championship. And leave one day after the championship.
12.2 Teams that arrive after the technical meeting has no right to participate in the competition.


 

  CHAPTER 5: FINANCIAL MATTERS


5.1 The participating teams pay a sum of 1000 CHF (Swiss francs) to CAVB as participating fees. In case of non-payment of this fee by a team, this one will not participate to the championship.
5.2 The participating teams pay to the organizer (Federation – club) an amount of fifty Swiss
Francs (50 CHF) per day for each member of the delegation (up to 18 persons) including the international referee accompanying the team.
12.1 In case of early arrival or late departure and for any other people exceeding the contingent of eighteen, the participating expenses will amount to seventy five Swiss Francs (75 CHF) per day and per person.
5.4 The organizer takes in charge the airfare, boarding the lodging fees and a per-diem of fifty
Swiss Francs (50CHF) per day; from the arrival day to the departure day for the following officials(Control Committee)
o The CAVB president or his representative.
o The CAVB Director.
o The president of the refereeing commission or his representative.
o The President of Sports organizing commission or his representative.
12.1 The CAVB will take in charge the additional sum of fifty Swiss francs (50 CHF) per day of the per-diem of the Control Committee members.
12.2 The organizer also bears the same fees enumerated in the article 5.4 for two neutral referees; moreover a per-diem fifty Swiss francs a day (50 CHF) for all referees which, accompanying their teams. Beginning from the arrival day to the departure day.
12.3 The officials( Control Committee members and the referees) are accommodating in four stars hotels and the players in three stars hotels at minimum.
12.4 The CAVB president (or one of the Vice president or his representative) is accommodating in a five stars hotel on the organizer expenses. He must have a car at his disposal
12.5 The Control Committee members must have a car at their disposal and another one must be at the exclusive disposal of the referees.
5.10 CAVB receives the following amount:
5.10.1 Fifty percent (50%) of the advertising fees without being less than Five thousand US dollars (5000$).
5.10.2 One thousand of U.S dollars, in case of publication of a booklet related to the championship.
5.10.3 Any participating team in the championship, wearing advertising on their Jersey must pay to CAVB One thousand U.S dollars (1.000 $)
5.11 REMARKS
5.11.1 The organizer must show all documents concerning the income and expenses, at least three days before the end of the Championship.
12.1.1 The team that withdraws during the championship will not refund his expenses already paid to the organizer or to the CAVB.
12.1.2 Every team willing to change its residence will take in charge all these expenses; as well as fees due to the organizer (50 CHF a day and by person) in such case, this team will not refund lodging fees that were already paid to the organizer.
5.11.4 Any national federation doesn’t have international referees or does not send the nominated referees, should pay all the expenses required to hire another referee from the nearest country.
5.11.5 The teams must be accompanied compulsory by the nominated referee in their country. A team, which has not referee in its delegation, will not be allowed to participate in the competition unless it accepts above condition.
5.11.6 The names of the nominated referees must be specified in the invitations sent to the National federations.
5.11.7 A nominated referee who will not fulfil his commitment will be sanctioned.
5.11.8 Each delegation has the right to have 2 single rooms and 8 double rooms with 2 separate beds, shower and W.C. A bus should be at disposal of each delegation starting from the arrival day till the departures.
 

  CHAPTER 6 : COMPETITIONS AND TRAINING

6.1 All African championships are organized as follows:
6.1.1 The preliminary round is organized according to the groups in one round and the matches schedule will be determined according to the Berger table.
12.1.1 Each two best-ranked teams are qualified to the semi-finals. The first team in the group meets with the second team of the other group according to the following formula :
1st A V 2nd
2nd A V 1st B.
12.1.1.1.1 The two winners of these two matches play the final for 1st and 2nd place and the losers play for the third and fourth places in a unique match.
12.1.1.1.2 The classification of the remaining teams is done according to the results of the preliminary lap.
12.2 Each team has the right to have one hour training, before the opening of the championship, on the playing court where the competitions will take place.
12.3 Each team is entitled to have training for two hours a day on sites devoted to training, either once or two times according to the plan presented by the organizer and approved by the control committee.
12.4 All matches are played in conformity with the CAVB and FIVB statutes.

 

  CHAPTER 7: THE RIGHTS OF THE ORGANIZER

The organizer has the following rights:
12.1 Fix the timetable of matches
12.2 Choose a match in his group and fix the time- table during each round
12.3 Choose the team he is going to meet for his first match
12.4 Alter the timetables of certain matches according to the television broadcast. However, the teams have to be informed of those changes twenty-four hours before the beginning of the match in question
12.5 The organizer team belongs to the fewer participants group
 
  CHAPTER 8

12.1 The games halls are equipped with material officially certified by the FIVB and the CAVB (nets – posts – balls etc).
12.2 MIKASA MVP-200 balls are exclusively used in all African championships.
12.3 Each participating team to the championship must present three different colours of jersey with the numbers in conformity with CAVB and FIVB instructions; including one with the white prevailing colour.
12.4 The colours of jersey that will be used for the matches are chosen during the technical meeting (forty eight hours before the competition).
12.5 The receiving team is entitled to choose first (only for the preliminary round).
12.6 The appeal jury proceeds to the designation of the jersey colours for the matches of the rounds following the preliminary rounds
 

  CHAPTER 9

9.1.1 The ranking of teams is determined by the results of matches, taking into account of won and lost matches.
12.1.1 Points gained by each team for match
12.1.2 Match will attribute the following points to each team:
  o Match won 2 points
  o Match lost 1 point
  o Walk over 0 point (0/25 - 0/25 – 0/25)
9.2 Cases of equality
9.2.1 Sets quotient
9.2.1.1 If two teams or more have the same number of points, their ranking will be decided between them in decreasing order, by the quotient resulting from the division of the number of sets won by the number of sets lost.
9.2.2 Points quotient
9.2.2.1 If the equality remains in spite of sets quotient, the ranking of the teams will be decided in decreasing order by the quotient resulting from the division of all points won by the total of lost points in all sets.
9.2.2.2 If the equality between two teams always remain in spite of points quotient, the priority will be given to the team that win the last direct match played between the two teams.
9.3 Team Withdrawals
9.3.1 In case a team withdraws at the preliminary round, the matches’ results of this team will be cancelled and it will be replaced by the team that follows it.
9.3.2 If a team withdraws from the competition during the semi-final and the final, it will be replaced in the ranking by the following team.
9.3.3 A withdrawing team from the competition will support sanctions applied by CAVB.
 

  CHAPTER 10 : THE SUB-APPEAL COMMITTEE

The CAVB President or his representative chairs this Sub-Committee. Its Members have to make sure that all matches are well played . The tasks of this Sub-Committee are; as follows:
12.1 Co-ordination of all aspects of the competition and decision taking about each protest concerning the organization, the results of a match, the medical and refereeing matters; after consulting the members of the concerned Sub-Committee.
12.2 Checking and control, of all medical services (first aids, sex control, anti doping control, alcohol test, medical assistance on playing court, etc…).
12.3 Checking of the health certificates of all players, the medical reports (feminity certificates) for women and FIVB accreditation cards for teams’ medical doctors.
12.4 Checking of the meals served by the organizer; if they fit the CAVB norms related to the quantity, the calories, and the nutritive value, as defined in the “Medical regulations”.
12.5 Warning and if necessary disqualification of players, referees, coaches and other participants.
12.6 Appointing one of the members as President of each local control committee so that to make sure that all matches are well played in every site or city; with the following tasks.
10.6.1 to assume the presidency of the local control Committee is composed of members of other Sub-Committees, and appoint the control Committee (Jury) for each match with the following tasks:
o Checking of toss for the players who should pass the anti doping control.
o Transmission of the match’s results sheet to the president of the appeal sub- commission and to the president of the local control Committee.
o Registration of protests and complaints related to the results of a match; and preparation of a bulletin with the referee delegate.
10.6.2 Make sure that he can get into contact with the President of the appeal Sub- Committee (who is also the President of the control Committee) in case of emergency by the quickest means.
10.6.3 Consult the President for any last moment’s request from organizer willing to alter the timetables of the match, the economical or games conditions, etc…
10.6.4 Transmit every day to the President a brief and concise written report on the day’s events, if it is necessary.
10.6.4.1 This report can limit to the following terms “competitions without problems”
10.7. Delegate his powers and assign to the local control Committee, the following tasks:
10.7.1 Take into consideration and solve all protests concerning the organizer, the CAVB officials or other participants.
10.7.2 Gather the original of matches score sheets, the protests and make a report to the President.
 
  CHAPTER 11: REFEREEING SUB- COMMITTEE


The President of the African refereeing commission or his representative chairs this Sub-Committee. Its members represent the commission authority that is immediately heading the referees. The scorers and the lines men and who must make sure of their impartiality and their quality. The role of the sub-committee is the following:
11.1. to prepare the refereeing instructions for the competition, mainly:
11.1.1 The refereeing directives and the interpretation of the new rules
11.1.2 Co-ordinates refereeing during matches.
11.1.3 Protocol of International match.
11.1.4 Working program and calendar of meetings, seminar ; their agenda and their themes
11.1.5 Conduct and discipline
11.1.6 Information concerning the travelling
11.2 To check and control the preparations of the organizer for the meetings and refereeing seminar according to article 16.3 of the “ International regulation”.
12.1 Organize a preliminary enquiry in the three days preceding the beginning of the competitions in order to co-ordinate the activities and assign the particular tasks that will be performed by everyone during the refereeing seminar.
12.2 Watch over the preparing of the refereeing seminar and strictly plan the introduction of teams, referees and problems related to refereeing.
12.3 Appoint the refereeing delegates (1 or 2) for each match of the competition; so that they can proceed to the analysis and the evaluation of each referee’s performance.
12.4 To compile some statistics on the referees’ appointment and the way they are applying to the rules and present an individual and general appraisal of their performance.
12.5 To keep a register of refereeing decisions contested regarding the interpretation of the rules and choose the most appropriated interpretation for similar cases in future, whatever will be the specific consequences.
12.6 To inspect and appoint ball retrievers, the responsible of moppets entrusted to clean the ground, scores and linesmen proposed by the organizer and watch over and estimate their work.
12.7 To reprimand and if necessary suggest to the appeal Sub-Committee the disqualification of a referee for misconduct or non respect of refereeing instructions.
12.8 To send the referees to the various sites or cities and appoint the refereeing corps members for each match (1st and 2nd referee, scorer and linesmen).
12.9 Before appointing the members of refereeing corps for a match take into consideration the following elements:
11.11.1 The referees and the refereeing delegate should not be from the same country as the team involved. Neither should the referees come from the same country as the refereeing delegate.
11.11.2 When the team involved comes from different continents the preference should be given to referees coming from a third continent.
11.11.3 When the teams come from the same continent referees can also come from the same continent but they should be a different country.
11.11.4 In most cases avoid that a same referee be appointed first referee for two consecutive matches of the same team.
12.10 To make sure that all referees respect the Volleyball official rules, consider their work and unify their interpretation of the rules.
12.11 To take a decision on all protest related to the refereeing and make report to the appeal Sub- Committee.
12.12 Solve the difficulties inherent to its functions and submit to the president a report of the unsolved problems.

 
  CHAPTER 12: MEDICAL CONTROLS

Referring to the category of the competition, the players could be submitted to mandatory medical controls; and may have to show the following certificates:
12.1 HEALTH CERTIFICATE
All the players participating to volleyball competitions must present health certificate (M- 4) form during the preliminary Enquiry delivered by the competent authority of their country. This certificate shows the following:
o The athlete’s health and the absence of signs proving the use of prohibited products or the technical impossibility to proceed to a control are clearly established.
o The certificate must be countersigned by the National Federation and the player who are taking on their responsibility its validity
o This health examination must go back to not more than two months before the opening of the competition.
12.2 MEDICAL CERTIFICATES FOR FEMALE PLAYERS
Female players are compelled to present the medical certificate delivered by FIVB (or the female certificate delivered by the IOC).
  CHAPTER 13: COMPLAINS


Referring to the category of the competition, the players could be submitted to mandatory medical controls; and may have to show the following certificates:
12.1 HEALTH CERTIFICATE
All the players participating to volleyball competitions must present health certificate (M- 4) form during the preliminary Enquiry delivered by the competent authority of their country. This certificate shows the following:
o The athlete’s health and the absence of signs proving the use of prohibited products or the technical impossibility to proceed to a control are clearly established.
o The certificate must be countersigned by the National Federation and the player who are taking on their responsibility its validity
o This health examination must go back to not more than two months before the opening of the competition.
12.2 MEDICAL CERTIFICATES FOR FEMALE PLAYERS
Female players are compelled to present the medical certificate delivered by FIVB (or the female certificate delivered by the IOC).
12.2.1 SEX CONTROL
12.2.1.1 If there is no medical certificate or feminist certificate, the athlete will be submitted to a medical sex control test initiated by the organizer conformlly to the regulations and under the supervision of CAVB medical delegate.
12.2.1.2. The test result will be communicated only to the president of the control committee of the competition.
12.2.1.3. If the result is satisfactory, the CAVB medical delegate delivered the medical certificate to the athlete.
12.2.1.4. If the result of the medical test is unsatisfactory, the President of the control Committee organizes a meeting with the CAVB medical delegate, the doctor responsible for the test and the doctor or the representative of the team concerned, this doctor must hold a certificate approved by the FIVB.
12.2.1.5. The team doctor or the team representatives are informed. And after a consultation between the participants to the meting; the athlete involved will be invited to withdraw the athlete from the competition.
12.2.1.6. Every player refusing, without motives, to submit to sex control will be eliminated from the competition.
12.2.1.7. Every player who was already examined during a previous competition and received a medical certificate or a feminity certificate delivered by the IOC is not allowed to present it in the current competition. He shall be submitted to a new test, which cost will be on his own expenses (50 Swiss Franc)
12.3 ANTIDOPING CONTROL
12.3.1. The organizers of competitions are compelled to prepare and refund all. Fees concerning the anti doping control.
12.3.2. The procedure to follow must strictly be confirmed to the FIVB medical regulations.
12.1.1 The number of players to be tested will be decided by the CAVB Control committee in this competition accordingly to CAVB and FIVB medical regulations
12.1.2 A player per team and match will be tested during the preliminary phase; and two players per team and per match during the semi-finals and finals of the championships. Each participation team will take into charge the cost of 2 analysis during the competition
12.1.3 The players, who have to undergo the anti doping control, are chosen at random, by the competition Jury (member of the control committee) or by toss if this case is contained in the regulations of the competition in question.
 
  CHAPTER 14: SANCTION

SANCTION AGAINST THE NATIONAL FEDERATION, THE ORGANIZERS AND THE PLAYERS.

12.1. The National Federation, the teams and players violating the general regulations or the specific regulations of International competitions will incur sanctions provided by the present regulations. And other sanctions could be taken by FIVB, according to the “discipline code”
12.2. Misconduct of the players, coaches, referees and officials can be a reason of elimination of the competition control by the control Committee. The control Committee should hear the concerned persons, unless they refuse to attend to the audition.
12.3. MISCONDUCT AND NEGLIGENCE
Misconduct and negligence before the competition
12.1.1 Negligence concerning the competition or late sending of teams registration form; a fine of two hundred Swiss francs (100 CHF).
12.1.2 Non-sending or incomplete delivery of the team’s pictures and the players of sports biographies or the registration fees: a fine of 500 CHF
12.1.3 Negligence concerning the delivery of the definite list of the twelve players during the preliminary enquiry with the team, a fine of 500 CHF.
12.1.4 The teams not presenting some sample of their jerseys for the control or which jerseys would not answer to the demands of article 4.7 of the present FIVB regulations; won’t be allowed to play till corrected and paid CHF 100 .
12.1.5 The players, who don’t comply with the agreed admission rules or not presenting the health certificate, won’t be allowed to play before regularizing their situation. And paid CHF 50 for each player
12.1.6 Female players, who refuse to show their medical certificate or feminity certificate and or to submit themselves to the examination, will not be allowed to play.
14.4 MISCONDUCT DURING THE COMPETITION
14.4.1 Players refusing to under go the anti doping test are automatically disqualified.
14.4.2 The teams concerned will loss the match against its apparent by the score of 0/3 (0/25 – 0/25 – 0/25).
 
  CHAPTER 15: PRIZE LIST

The winner team receives the cup of CAVB championship.
12.1 This cup must be given back to the CAVB, a month before the beginning of the next championship.
12.2 The winners of the Cup for three consecutive times will keep it definitely.
12.3 The team that not give back the cup before the next championship, will pay the sum of two hundred Swiss Franc (200 CHF) before the end of the championship.
12.4 The three first teams of the championship receive medals.
12.5 The best players will receive, according to their aptitudes an individual cup from the organizing Federation.
Those distinctions should be submitted to the Jury’s agreement.
12.6 Participation diplomas will be delivered to all participants.
 
  CHAPTER 16: GENERALITIES


For all other points, which are not mentioned in those regulations, one will appeal to the FIVB statutes and regulations.
